SLP were appointed as environmental specialists on behalf of a leading Global Asset Management company to provide peer review and advisory services with respect to a proposed investment in a large scale plantation scheme in NE Cambodia. Our client was considering investing in the scheme and as part of their transaction due diligence process and corporate social responsibility commitments required an independent specialist to critically review the project developers Environmental & Social Impact Assessment (ESIA) report for completeness, quality and adherence to Equator Principals.
SLP also provided a detailed checklist of the relevant environmental and social regulatory compliance requirements for large plantation schemes in Cambodia and assessed whether the project proponents environmental and social studies adequately addressed the relevant requirements under Cambodian law.
SLP’s gap analyses found that the project developers ESIA failed to identify or address several of the most likely significant adverse impacts associated with large scale plantation schemes such as water security, pollution, biodiversity, soil erosion, human health and indigenous people’s rights. SLP determined that the proposed plantation scheme falls under Equator Principal Category A and as such recommended that further detailed studies are completed before an investment decision is made.

The Polyplex Group is the world's 5th largest producer of thin polyester film with manufacturing facilities in Thailand, India and Turkey with strong export markets in USA, Europe, South-East Asia, South America and Australia. Increased demand for Polyplex products was such that they sought to expand their operations to include the manufacture of polyethylene terephthalate (PET) chips, mainly for use as a raw material for their own plastic film production activities.
In accordance with Section 46 of the National Environmental Quality Act 1992 Polyplex were required to submit an Environmental Impact Assessment (EIA) for the proposed expansion to the Office of Natural Resources Environmental Policy and Planning (ONEP) for approval prior to expanding the facility. The factory is also located in an Industrial Estate in Rayong Province with its own strict environmental regulations and standards that required addressing.
Accordingly an EIA report was prepared that focused on:

Project: Hua Hin Horizon

This residential project is located in the Hua Hin area within Prachuap Khiri Khan Province, one of the Central Provinces of Thailand. Hua Hin is a famous beach resort town in Thailand and is located some 200 kilometres south of Bangkok. It is one of the fastest growing cities in Thailand.
The Hua Hin Horizon Project is a 28 rai (5 hectares) development comprising 70 resort houses with a clubhouse and a shared swimming pool, situated on the foothills of Khao Hin Lek Fai Mountain, in a very scenic and peaceful area of Hua Hin.
As the project was to be situated near a famous Temple many mitigation measures and monitoring programs were proposed to reduce the impacts of the development on the surrounding area.
The Environmental Impact Assessment report also indicated major impacts on the following aspects:

- Buddhist Spirituality
- Air Pollution
- Noise Pollution
- Storm Drainage
- Geography
- Waste and Wastewater Management
The Hua Hin Horizons project was approved by the Hua Hin Environmental Board Committee and construction of the project is now complete.

This project is located adjacent to many environmental and socially sensitive areas including the Chao Phraya River, two large temple complexes and an elementary school. The construction of a medium-rise condominium in such an area therefore had to follow various regulations and standards.
Public participation was introduced to obtain opinions from tenants living within the potentially impacted area. The EIA and public participation indicated that the main impacts were associated with the following key aspects:
