Chemical Manufacturer and Distributor Facilities, Bandung, Jababeka and Cikarang, Indonesia
SLP Environmental consultants were appointed by an international chemical company to conduct a portfolio of Phase 1 Environmental Due Diligence (EDD) assessments of industrial chemicals manufacturing and storage facilities located in Bandung, Jababeka and Cikarang, Indonesia as part of a corporate due diligence auditing exercise. The EDD assessments were conducted in general conformance with the methods and procedures described in ISO:14015:2001 Environmental Management – Environmental Assessment of Sites and Organizations (EASO) and included a site and environs inspection, desk study, consultation and interviews.
Inspections and interviews were performed with respect to the facilities environmental management and operational practices with a particular focus on hazardous materials storage and management, emissions to environmental media, waste management practices, noise and vibration, nuisance controls and other miscellaneous environmental aspects.
The assessments also included a preliminary appraisal of Occupational Health and Safety (OHS) procedures and practices including HSE management structure, fire prevention, explosion risk and accident and incident rates. A Material Compliance study formed part of the assessments and documentation was reviewed at each facility to verify all the appropriate operational licenses, consents and permits were in place and that the facility was operating in compliance with Indonesian law and company policy.
The assessments included a review of third party information and consultations with regulators and local administrative bodies to obtain a better understanding of the site setting and any potential soil or groundwater pollution issues. This included a detailed review of geological, hydrogeological, hydrological and past landuse information.
The assessments were undertaken on a rapid turnaround basis and culminated in the production of a commercially focused report that clearly identified the material and other relevant environmental issues and their respective likely mitigation costs.
